How to protect against the menaces of the world?

The documentary series Les Poisons de Poutine aired on ARTE, a German-French TV station, reveals the alarming ease with which opposition is silenced, and masses are manipulated by a regime adept at assassination. The series exposes not only the killings within Russia and Ukraine but also the targeted assassinations outside of Russia, employing chemical poisons. This behaviour is emblematic of a government that not only engages in theft and murder but also governs dictatorially, wielding power for personal gain and privilege. (1)

Bill Browder's narrative is a poignant testament to the courage in the face of such tyranny. Born in America and a British financier, Browder became a notable figure in battling Russian governmental corruption after his lawyer, Sergei Magnitsky, met a tragic end. Magnitsky, arrested for exposing a $230 million fraud involving Russian officials, died in prison under dubious circumstances. In pursuit of justice, Browder's relentless advocacy led to the enactment of the Magnitsky Act by the U.S. Congress in 2012, imposing sanctions on Russian officials implicated in human rights abuses. This legislation, now adopted in various forms globally, marks a significant stride in the international fight against corruption and human rights violations.

Browder's transformation from one of Russia's most significant foreign investors to a staunch human rights activist is captured in his book Red Notice. It chronicles his battle against Russian corruption and the global campaign to honour his late lawyer, Magnitsky. His efforts underscore the impact of determined activism on shaping policies addressing worldwide human rights abuses. (2)

Browder’s story starkly reminds us of the lengths corrupt regimes will go to protect their interests and highlights the critical role of international advocacy in combating such abuses. As we witness the bravery of individuals like Browder, we are called to reflect on our collective responsibility to oppose and act against such flagrant disregard for human rights and to ensure that our global community does not turn a blind eye to injustice. Bertrand Badie, a professor at Sciences Po Paris, explores the concept of La diplomatie de connivence (Diplomacy of Connivance) in his work. This concept critiques the current state of international diplomacy, arguing that it has evolved into a form of transactional diplomacy. In this model, countries' leaders engage in diplomacy not primarily to foster genuine peace or cooperation but to negotiate and secure interests in a manner akin to transactions.

Badie argues that this approach undermines traditional diplomatic values, which historically aimed to resolve conflicts and build lasting relationships between nations through mutual understanding and respect.

Instead, La diplomatie de connivence reflects a shift towards a more superficial, interest-driven form of engagement, where diplomatic relations are often maintained through convenience and mutual benefit rather than genuine efforts to address global challenges and inequalities. This perspective sheds light on the complexities and challenges of contemporary international relations, emphasizing the need for a return to more principled and effective diplomatic practices. (3)

As history sadly taught us, if we don’t learn from past mistakes and lack courage, the situation will worsen, and the price will be much higher if we accept banditry practices, chemical and nuclear weapons or misuse of AI.

We all bear responsibility for choosing the world we want to live in. The most significant risk is being passive and becoming desensitized to unethical practices.

The AI race is accelerating

Han Xiao, a Chinese entrepreneur originally behind the Berlin start-up Jina AI, now aims to develop generative artificial intelligence—capable of autonomously producing content—that surpasses Chat GPT. He remarked:

“Soon China will be the number one in the world on Gen AI. We, the Chinese, excelled in copying and improving what the West created. Many of our researchers and entrepreneurs were trained in Microsoft Research Asia (MSRA)". (4)

Established in 1998, MSRA is Microsoft's largest research and development center outside the U.S., focusing on areas crucial to Microsoft's long-term strategy, including natural user interfaces, artificial intelligence, and future computing visions. The Chinese government’s ambitions in AI are well-known and openly pursued.

In the documentary AI Race: Toward the Best of All Worlds, Han Xiao explained that the Chinese government is particularly concerned about Chat GPT's dominance, given that it’s American. Since Generative AI functions much like a brain, cultural influence is critical, and the Chinese are motivated to surpass the United States and other democratic countries. When asked how Chinese citizens felt about being under such extensive surveillance, he noted that they have grown accustomed to it and no longer see it as a problem.

This point of view is not what was related in the documentary "Sous l’œil de Pékin - Total Trust," which delves into the pervasive surveillance state in China; one of the key figures is Li Wenzu, who is married to Wang Quanzhang, a prominent human rights lawyer. Wang was imprisoned on charges of "subversion of state power" and endured significant mistreatment while detained. Li Wenzu has been a vocal advocate for her husband's release and continues to face intense government scrutiny and harassment. She had to move in United States to ensure a future for her son. (5)

As communities and societies, we need to think about what kind of world we want to live in and how we can contribute to making it happen. Dictators with these tools represent a threat to the free world.

In 2016, Sam Altman, CEO of OpenAI, told Tad Friend of The New Yorker:

“Democracy only works in a growing economy; without a return to economic growth, the democratic experiment will fail.” (6)

As a prominent figure in AI, Sam Altman has consistently highlighted the profound impacts of artificial intelligence on society and the economy. He often discusses the potential of AI to influence democratic processes, ethical considerations, and the balance between innovation and regulation.

Today’s world is the result of our past decisions as human beings, but what about the world of tomorrow?

Sam Altman, the CEO of OpenAI, has been actively seeking to raise $7 trillion for an ambitious project to expand global chipmaking capacity significantly. This effort underscores a strategic push to meet the burgeoning demand for generative AI and large language models (LLMs), like OpenAI's GPT-4, by increasing the world's ability to produce advanced AI chips. Altman's plan involves designing these specialized chips and constructing a series of factories for their production. This move represents a departure from the current industry practice where companies create AI chips but outsource manufacturing​​​​.

This massive financial endeavour is seen as crucial for accelerating the development and adoption of AI technologies by addressing the current constraints, including the scarcity of the high-cost AI chips needed for training sophisticated models like ChatGPT. Altman has expressed concerns about the insufficient global supply of these chips, which are critical for achieving artificial general intelligence (AGI), a level of AI capability that surpasses human intelligence across a broad range of tasks​​. Elon Musk has filed lawsuits against OpenAI, its CEO Sam Altman, and co-founder Greg Brockman, claiming that the company has shifted away from its original mission of developing artificial intelligence to benefit humanity towards prioritizing profit. According to the lawsuit, Musk, who co-founded OpenAI in 2015 and later stepped down from its board in 2018, alleges that the company's focus on generating profit, especially after significant investments from Microsoft, breaches the initial agreement of creating an open-source, non-profit organization.

The lawsuit explicitly criticizes the secrecy around the development of GPT-4, OpenAI's most advanced AI model, and argues that OpenAI's technology should be made public rather than used for profit by entities like Microsoft. This legal action comes amidst growing tensions between Musk and OpenAI, underscored by Musk's recent venture, xAI, and its release of a ChatGPT rival, Grok​​​​. (8)

Major players in the AI space, including American giants like Google, Amazon, Microsoft, and emerging Chinese frontrunners such as Alibaba, Baidu, Tencent, are Huawei deeply entrenched in this race. This competition underscores the necessity for a balanced approach to AI governance that considers ethical implications, equitable access, and safeguarding democratic values.
